Belgorod State National Research University primarily facilitates access for international students, including Indians, through the highly competitive Russian Government Quota Scholarships allocated annually by the Ministry of Science and Higher Education of the Russian Federation. These scholarships can cover full or partial tuition fees for the entire duration of the programme. In many cases, they also include additional benefits such as a monthly stipend for living expenses, a preparatory Russian language course and accommodation support in university hostels. 

The selection process is merit-based, evaluating academic records (10+2 marks), NEET performance, motivation letter, portfolio, and sometimes an interview or additional tests. Applications are submitted through the official centralized Russian education portal, usually with deadlines in the early part of the year. Early application is strongly recommended to maximize chances, as quota seats are limited and competitive.

In addition to the government quota, the university offers limited internal merit-based scholarships or tuition discounts for high-achieving students who maintain excellent academic performance.
